Discussions about a possible peace agreement in Ukraine, along with the aftermath of a tense meeting at the White House between U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky, led to increased mentions of several international actors, as highlighted in a report by the Center for Civic Participation and Democracy (CPD). Additional attention was driven by the U.S. administration’s new policies in areas like fiscal reform, defense, and foreign affairs. Domestic political events in countries like France and Israel, as well as developments in international sports involving Germany, France, and Israel, also contributed. Romania-specific topics, such as the Visa Waiver program and diplomatic tensions with Russia, further amplified international coverage.

The United States leads the ranking of mentions, followed by Ukraine, with Russia and the EU trailing at a noticeable distance. Compared to the previous month, the overall hierarchy remains stable. Most international actors included in the analysis saw an increase in mentions — notably the U.S., United Kingdom, and France. Russia and the EU also registered slight growth, though less pronounced. On the other hand, mentions declined for Ukraine, NATO, Israel, and particularly Germany. China remains consistent, with a similar volume of mentions to the previous period.

The U.S. continues to hold the top spot in terms of views (the estimated impact of mentions), followed by Ukraine and Russia. The EU comes in fourth, rounding out a ranking that has remained consistent with the previous month. Most of the international actors analyzed experienced an increase in views. Notable exceptions include NATO, which recorded a slight drop in estimated impact, as well as Germany and Israel — with Germany showing a more significant decline.

The majority of the monitored actors were referenced mainly in online press outlets. While Facebook did not generate the majority of mentions for any actor, a few — including the EU, NATO, and China — showed a relatively even distribution of mentions between news websites and the social platform.

Local sources had a limited contribution to the overall number of mentions for the actors analyzed. However, Germany stands out, accounting for nearly 21% of its mentions from local outlets, followed by the EU with 18%, and NATO with close to 17%.

The CPD Report, based on NewsVibe data, highlights how international developments in politics, diplomacy, and culture continue to shape Romania’s digital media landscape. By tracking mentions across platforms, the report provides a clear view of which global narratives gained traction and how they connect to Romanian interests.
